Being Poor Sucks

Does anyone know how I can make an actual version of the "Bein Poor Sucks" poster from Season 3?

I welcome any advice given, because that would have to be the greatest poster of all time.

Photoshop would be a start to creating the image.
I don't really know the ins and outs of poster making, I occasionally have my own T-shirts made up and I can go to a silk screener to have them printed. I'm sure you could do something similar, like at a Kinko's perhaps..
